With regards to your essay question (which by now, I presume, is probably way post it's due date...) - I would tackle it from two sides: why is it an ISSUE - and why is it an issue NOW!

Regarding the why it is an issue, you can talk at great lengths about the consequences of dual diagnosis patients going without treatment to the individual (potential deterioration of mental health, loss of interpersonal relationships, loss of employment, loss of accommodation etc.), to the local community and society at large (cost of crime, cost of welfare benefits, cost to health care, unemployment, homelessless etc.)

Some of those above websites can point you to relevant research.

Regarding why it is an issue NOW - consider the impact of the high profile homocides by people with mental health problems in the UK (such as the death of Jonathan Zito and the development of the Zito Trust) and how that has impacted on the provision on mental health care in the UK (e.g. the care programme approach etc.). Obviously these things need to be seen within a wider political context.
